Make it simple, remove any truck/cart that doesn't move and remove anyone that posts more than 2 tweets a day.
Dont need to read wafels and dinges respond to every person in the city or read Chef Amir's 15 posts about their menu (one of which is the same location they are at every day.. i get it, you are on 38th and bway... again)

REMOVE:
QBACubanKitchen - they seem to always be in NJ
Malaysia Kitchen - it was nice when they were giving away free food last year, but otherwise, they don't have a cart/truck or even vend food.
ADD:
Cevap Truck - they have been in midtown at least once a week and were on 52nd and Lex yesterday. Today on 52nd and 6th http://twitter.com/#!/cevaptruck
