They are spamming message boards at random, nothing less. One board I'm a member of -- about 50 members who talk -- has had 250 such clowns sign up in the past 3-4 months. The key is to eliminate them from being able to sign up, but I think it's Third-World humans cutting and pasting their links in, not machines, so it's next to impossible to prevent the stupidity. I'm all for wiping them out as they arrive, though.
