I've never tried it so I obviously can't vouch for what it's like, but Asian Station has a dish on their menu that sounds very similar to what you're describing:
"Szechuan Crispy Shredded Dried Beef"

Not sure what they call it on the menu, but they definitely have it at Grand Sichuan at 55th and 2nd ave

Not in Midtown, but Tang Tang on 76th/3rd Ave on UES has the best crispy shredded beef I've ever had. It's listed as "Dry Sauteed Tangy Crispy Beef (a Must)" on the Appetizer menu.

Also Peking Duck House on 53rd between 2nd & 3rd has a good version called Crispy Dried Shredded Beef

@jhg not sure if you ever made it over to Asian Station, but I was there today and tried the Szechuan Crispy Shredded Dried Beef. It was very good. Not as good as Tang Tang, but still good. As part of lunch menu which comes with soup and rice for $8, it was also in my opinion a good deal.

i just had something like that from the generic asian steam table place next to gourmet 53 (on level down on the corner of 52rd and 3rd.) it was the end of the day and they were gonna throw it out anyway so she dumped all of her bbq chicken, bbq pork, and a huge heap of the crispy shredded beef (might have been ... pork) into my container.
it was good for like the first 3 bites but got a little too sweet for me. had bell peppers too, which was a minus for me. but hey, you can try all three since they're all within half a block of each other.

I've been searching for this crispy szechuan beef for years. Unlike most szechuan beef I get, the one I want is drier, not drowning in sauce, and it's almost battered, not just pan fried beef slices.
I've tried far too many not crispy versions, after getting yet another recently I've almost decided to give up the hunt.
