What place was this? The only one I can think of near that intersection is that Chickpea chain (baked, not fried, falafel.)

While walking to a meeting, around 22nd 6th street there was a employee from a lunchtime spot with a sign that read "street carts do not pay taxes".
The cart sold street poultry and the business look like a sandwich type storefront in the mold of PAX.
Guess the business thought it worthwhile to pay someone to hold the sign but the avoidance of tax carries forth to restaurants who take "cash only" so not sure that argument plays well.
