Howabout Hillstone or PJ Clarkes? Some place like Brasserie Ruhlmann for a bit more $$. Or Momofuku Ma Peche if you're trying to wine and dine 'em. :)

good choice, chris, good choice and i mean it. =p

Johnny Rocket's or Goodburger
The other places will usually float over $15. Have fun!

yeah...$15 is a tough price point for "business" lunch in that area. Maybe OBAO or Asian Station? They're dark and quiet enough.

Ashton's Alley on 50th just east of 3rd is the place you're looking for. Very nice sit-down pub with FANTASTIC burgers. They have all the usual suspects for a pub menu too.

Api, it's more than 15 though and their steak is only average at best. I had a nice time but their steak didn't win me over. My friends really liked the sauce on the steak though and I thought their desserts were decent. The restaurant and decor are cool though. Fitting for a business lunch but I'm more about the food. :)
Oh, there's also Darbar Grill for its Indian buffet if your peers are interested and fine with Indian cuisine. If not, then that's that.
The table setting and restaurant is very nice. Good selection of choices. Also, close to your $15 range before taxes and tip. If you guys like Indian, then this place is worth a try. You will see suits and businesspersons dine here too. -
Lychee House (formerly known as Our Place - Shanghai Tea Garden) is a nice white-table cloth sort of place with good service and plenty of space to have conversation. They also have large round tables for groups of 5-6.
Lunch specials are all under $15, regular menu is in the $15-$25 range.

Can anyone recommend a restaurant for a group of 5 people? As I don't know some of these people I want to be safe and take them to a place that basically serves hamburgers and pasta. The budget is around $15 per person. It can be a bit more but want to aviod the place that's over $20.
