I don't know if this is the type of thing you are going for but.... I vote Monk's or Eulogy. Phenomenal beer with awesome pub food. Their mussels and burgers are ridiculously good.

My Philly friends said: Le Bec Fin, Le Croix, and Amis. All open for lunch on Monday.

Did this happen? I had a great prix fixe sushi lunch at Morimoto's with a friend. Really nice place.
If you want to ball out, I don't think you can go wrong with Le Bec Fin. Any other criteria?

I really need help here! My baby sister is coming to visit for her 21st birthday and I want to take her out to a really nice lunch. One big problem is that it falls out on a Monday, a day when a lot of nice restaurants are closed.
Any ideas??
